Brenda Sprigman Named Full-Time West Deptford CFO

Sprigman edged out a pair of candidates on the strength of her private-sector business experience, said Mayor Ray Chintall.

 

After a closed-session meeting Tuesday night, West Deptford leaders selected West Deptford resident Brenda Sprigman from a field of three candidates for the vacant CFO position in the township.

"We had three very qualified candidates come and interview," said Committeeman Sam Cianfarini. "After the interview process it was just very obvious that the best candidate was Brenda Sprigman."

The decision means that Sprigman will extend her role as acting CFO until December 2013. Although she is not a certified municipal CFO—one of the qualifications the committee was seeking from its applicants—Cianfarini said Sprigman will sit for that exam in May 2014.

"The schedule of those classes are what delay that," he said. "The tests are only given twice a year, in May and December; she's completed two of them at this point in time." 

The committee also considered West Deptford resident David Leh and Susan Anastasio-Quinones of Millville for the position. Ultimately, said Mayor Ray Chintall, Sprigman's private-sector and on-the-job experience separated her from the pack.

"To me, being here almost every day, there's not a person in this building that does not like Brenda," he said. "It's consensus-building, and she's doing that every day, and that's what we need."

"We've had experience with her actual work product and we feel she's the best choice," Cianfarini added.

Both men agreed that Sprigman will play an important role in getting the books in West Deptford in order as the township approaches its annual budget presentation.

"One-third of our budget's going to be debt," Chintall said. "That in itself is a huge problem. We need a fresh approach."

Is anyone really surprised with this selection? She was the WD republican party chairwoman without the proper certification, of course she is best candidate available. Cronyism at its finest.

So they hired someone who doesn't meet the qualifications for the job (no Finance Officer Certificate?) when there were two other applicants that had that certificate? Is that what I just read? Is she really a Republican Party officer? What is going on here?

The last person holding that position was a Democrat who didn't believe in maintaining a General Ledger..Cronyism doesn't come into play here. Doesn't it make sense to hire someone who you can trust for a change?

Let's also be really, really clear: freedom of speech is a First Amendment right guaranteed to people who want to gather and publish information. You want to start your own website and write whatever stuff you want, nobody's holding you back (except the laws on libel and defamation). You want to play in our sandbox, you gotta follow the rules 'round these parts. Nobody's censoring your right to have or express your ideas. We're asking that you find a real, grown-up, adult, human way of expressing them because those are the terms of posting on our site.

And if I can be as thorough, competent, and professional as my colleague Bryan Littel, that is a fine compliment to earn.

Actually, Patch is the place for you to find out what's happening in West Deptford and talk about it - not to trash your neighbors. If one subset of comments are being deleted, maybe those posters need to take a second look at how they're phrasing things and whether they're including any personal attacks, profanity or baseless allegations in their comment. The terms of use couldn't be clearer. Most commenters don't seem to have issue with this and those that do find their comments deleted. Simple as that.

A suggestion to Patch, clarify the reason the post was deleted/not approved. I had a post not approved in the past that I was unclear on which term of use I must have violated. I contacted Patch for clarification and was completely ignored.

Redneckwillie3 has a point... The Patch favors Democratic bloggers. The proof, when others defame the Republican Committee's any and all actions, and we Republican's come to their defense, you will see the words,idiots, cronies, etc. No action is taken against their blogs. However, when stated as fact that one of those bloggers owes West Deptford over $500 in overdue water/sewer bills, that is a fact and is posted on the Gloucester County website. but the post is deleted. We can hold our own against any blogger, no need to censor our posts when we are stating facts, not fiction. You know this to be true, No political action in town equals No Blogs.

The Patch is a good source of information for local news. The reader has to decide for himself/herself as to its journalistic integrity. Intelligent people can cut thru the chase and form their own opinion as to whether or not the Patch is biased when reporting or overseeing the comments posted. Congratulations are in order for Brenda Sprigman who, if given the proper support and cooperation, should prove to be a valuable asset to the township in getting our fiscal house in order.

Back on topic now, I heard that Brenda was NOT the most qualified. However I was not at the interviews so I don't know for sure. But how much will it cost the tax payers for her to get the municiple cert.? more or less than the short fall of the upcoming summer rec. program? Oh wait that's going to break even at least, so I guess this is in the multiple lawsuit expense colum.

We are not priviledged to sit in on the interviews as you point out. I am confident in our new leadership to make well informed and principled decisions. I am sure there is a stipulation for Brenda to acquire the proper certification in order to keep her appointed position. As for summer rec, the program will at least break even due to our new leadership implementing their policies. Did you miss the part where past summer rec programs were ran as a burden on the tax payer? Lawsuits, I imagine you are referring to the frivolous lawsuits brought against our town with the backing of the Democratic party. And if there is any need for further clarification, please see Samantha McCall's wonderful post below.

Ken, were you not upset at the fact that year after year, the state sent down Corrective Action Reports with multiple infractions that were never corrected. And the main infraction, there was no ledger.The township was to put a general ledger in place since 2009, it never happened. WHY? Year after year it was in the Corrective Action Report, why wasn't anyone upset about this? Why wasn't Sweeney upset about this? I find this FACT very unsettling, why was there no ledger? Where has all of the taxpayer money gone? Why was our previous CFO allowed to continue in his job that he was clearly incompetent? As for the summer rec program, this is a luxury that is offered to the township residents, this is not essential. If our township had extra money to spend, I would have no problem funding a summer rec program. We don't have the money. Do you go out and purchase things that you know that you do not have the money to pay for? Is it easier to say do it because it's someone else's money? People in government go out for training all of the time on the taxpayer dime, do you have a problem with this? As for the multiple lawsuit expense, maybe you should be looking at Steve Sweeney, in my OPINION, he is behind those suits. GL

Yes I do have an issue with the way alot of things were handled in the last 20+ years. I hold myself partially responsible for not attending meetings or getting involved. This twp. has money problems I don't think anyone doubts that. And yes bad decisions were made in the past. I don't think anyone back then did any dilagence. I don't think that we should have the same cfo for more than a max of 4yrs. And if there are corrective action reports sent they should be briught up at meetings and a plan for correction should be put into place. I also think that we HIRE the most qualified applicant that has the credentials our add requested they have. If I would have thought they would pay me and pay for me to get all the cert.s that are REQUIRED maybe I would have applied. I think we should look at alot of twp. positions on at least a 4yr. basis if not semi annually. It makes me upset when the same road blocks are not placed infront of everybody, why do two members consistantly badger certain staff and two others badger others. Can't we hire the best people for the jobs based on qualification and let them work. then re-evaluate them annually. Just my thoughts don't feel much like debating tonight.

The facts are pretty clear that Sprigman was the least qualified applicant out of all three and got the job because of her role as the republican chairwoman. She has zero municipal experience or certifications and cleary should not have been hired. This is the party cronyism that Chintall & Cianfarini railed against for years. Now they have exposed exposed themselves once again as complete frauds. David Leh was clearly the most qualified applicant and wasnt hired. Disgraceful!

Sam, aka Occupant, the person's party affiliation shouldn't matter. the best candidate for the job should be hired. And being that David Leh had years of experience for the burlington county bridge commission, republican controlled for years, I'm sure he would work out just fine and would save the taxpayers the added expense of an outside agency as well as continuing education. But you could care less about fixing the town, you're all about turning this town into a disaster.
