Letter: Mix Up Over RiverWinds Refund 'Far-Fetched'

The letter writer doesn't like what he saw at the Sept. 6 West Deptford Township Committee meeting.

To the Editor:

I would like to comment on the actions displayed by Mayor Ray Chintall and Committeeman Sam Cianfarini at the Sept. 6, 2012, West Deptford Township Committee meeting. I attended this meeting, where it was brought to light that the township had assessed a $750 usage fee for an event at the RiverWinds facility in June 2012. This fee was charged even though all proceeds for the event were benefitting a young child with a serious medical condition.

It should be noted that at the Sept. 6 meeting, Deputy Mayor Sean Kilpatrick stated that Chintall verbally authorized the refund via a phone conversation, after which the Kilpatrick informed the family of the child as to the decision. Kilpatrick stated that he would never have told the child’s family they would be refunded the $750 usage fee if the mayor hadn’t approved it. Chintall then went on record acknowledging the conversation, but then claimed their call got disconnected before he could fully authorize the refund.

I personally find this statement from Mayor Chintall to be far-fetched, and seriously doubt that the deputy mayor would have the informed the child’s family as to the refund without the mayor’s prior consent. Chintall also attempted to make amends by donating his own money towards the child’s cause, but I again find this to be disingenuous. Had the mayor acknowledged his original conversation with Deputy Mayor Kilpatrick regarding the refund, his attempt to make-up for his actions would have been unnecessary.

Mayor Chintall did not say that the call was disconnected, he said it was something the Committee can discuss and then the call was dropped. Furthermore, he offered a donation out of his own pocket to pitch in for the event, which Cianfarini also did in following at the same Twp meeting. With donations there was enough to cover the fee. However, Sean- along with D&D voted to charge the tax payers and decline the donations. Boo hiss on them! And lastly, does the Mayor alone have the authority to make this call? NO he does not, It requires a Committee to make this decision. Which is what he spoke of. I think that should answer to your "far-fetched" claims.

What Sam and Ray did was disgraceful and to defend it is just as disgraceful! Even more disgraceful considering your former position!

"william libby" eludes the facts. Is one person authorized to waive a fee or is it a Committee decision? Pretty sure its a Committee decision. And then in fact, why would Sean know better in even asking?! What part was disgraceful? Them offering donations from their personal checking accounts or the Sean and the D's refusing it? Try to answer logically and without insult...I bet you cant!

Interesting no one wants to touch this issue but you. Are you really going to defend what they did? Doesn't surprise me considering you helped get those two in office. I do have to say I did think even you would draw the line on this subject but I guess profiting from the disabled is ok with you in addition to Ray and Sam!

defend what? What did they do that what so offensive? Offer donations out of their own pocket? They, C&C, tried to protect the TAX DOLLAR and still help the family. This is a cheap political ploy. Please respond Mr Libby with an answer to my question as intelligibly as you are capable of. What was so offensive?

Mr. Libby and Mr. Agren, I was at that meeting, and that is not what I heard. There does not seem to be a policy set in stone concerning the usage fee. Non-profits were mentioned when waiving these fees. Well, this was not a non-profit, however, it was a charitable event. Which means helping someone who may need help. For, I do sympathize for this family, where do you draw the line. A charitable event can be anything, I could hold a charitable event to help with my mortgage. Mr. Agren, if you were so outraged, why didn't you raise your hand and make a donation? It's very easy to spend someone else's money isn't it? I also heard Mayor Chintall say that they needed to take a committee vote. I also saw several other people make donations aside from C&C, Mr. Kilpatrick made a donation along with Larry Wallace of $750. I did not see Ms. DiCarlo or Ms. Symborski follow suit. That Mr Agren, is disgraceful.

Libby think about when I spend $5.00 for a box of cookies from the girl scouts I only get 8 cookies and 3/4 of the money goes to higher up in charge. Charity begins at home nowhere else

Eric, The mayor donated $200 of his own money before this ever came up at the meeting. At the township meeting, Republican, yes, you heard it correctly, Republican Freeholder Larry Wallace put it to bed by paying the entire $750. Kilpatrick then and only then offered $100. Deal done... this is old news, please move on.

I know Sean Kilpatrick is a strange young man but one thing he is not is a liar. Mayor Chintall lied to Kilpatrick and was called out at the meeting on September 6th for changing his story yet again. It's becoming an ongoing trend with Chintall and Cianfarini to lie their way our of the issues. Dont these two men have any morals?

Jim, Let me tell you that Sean went ahead and didn't adhere to the township ordinance that says that there is a charge for using the Riverwinds facility. No exceptions. Unless the ENTIRE township committee votes otherwise and not after the fact.
