Who cried at the Township Meeting.

Is it true that our acting administartor Brandon Umba cried at the Township meeting last night? Please someone give me the TRUE story. I heard DiCarlo scolded him for not returning residents phone calls and that is when the water works took place. Please someone give me the TRUE story.
