5 Things You Need to Know...Township Committee Meeting

Did you miss the Oct. 18 township committee meeting? No sweat, here are the five things you need to know:

1) The second reading on an ordinance which institutes a transitional duty policy for township employees was passed unanimously. The ordinance will serve to amend Chapter 47 of the West Deptford Township Code, which previously had no formal policy for transitional duty.

The policy outlines transitional duty or “light duty” for township employees returning to work after sustaining an injury. Mayor Raymond Chintall says the policy came after a recommendation from the township’s insurance company. All employees will receive information pertaining to the  new policy in future township seminars.   

2) Mandatory background checks for recreation employees and volunteers moves one step closer to becoming a requirement in West Deptford. The committee approved the first reading of the ordinance unanimously.

The background check ordinance was first introduced at the Sept. 22 township committee meeting, but was tabled after Committeewoman Denice DiCarlo brought up several concerns regarding the initial draft.

3) Township committee authorized the refund of fees for RiverWinds Community Center after the cancellation of the Dodge Ball League. Chintall cited low enrollment as the reason for the league’s cancellation. The resolution authorizes fees totaling in $200 to be refunded.

4) Township committee discussed several issues of concern with a resolution centered on finalizing an agenda publication policy, before passing a motion to amend the policy.

The policy would make the agenda for all township committee meetings available to the committee and the public 48 hours prior to the meeting. Since agendas would go out on the Tuesday prior to each meeting, any additions to the agenda or changes would have to be submitted by Monday. Deputy Mayor Sean Kilpatrick restated that this policy does not  apply any kind of emergency resolution.

In addition, Committeeman Samuel Cianfarini also discussed if copies of PowerPoint presentations would also be required by the committee 48 hours in advance, in addition to ordinances and resolutions. Cianfarini expressed concerns that 48 hour would be too tight of a deadline for such presentations.

5) A shared service agreement with the West Deptford Board of Education and West Deptford Township will provide the schools with the use of a resource officer during the school year. A resolution for the agreement was passed unanimously by the township.

What was very interesting Thursday night was the exchange between Jeff Hanson and Denise DiCarlo. It would seem that Jeff Hanson did some research on Denise DiCarlo and found that she DID NOT have a CPA license and also proof that she had falsely claimed that she did. She countered "I never claimed it was Active". One would think that you need to first have a license in order for it to be either Active or In-Active. It's tantamount to taking a driving course and then taking 10 years applying for a drivers license...sure, you know how to drive a car but meanwhile you are going around telling everyone you have a drivers license when in fact you don't. I don't doubt Ms.DiCarlo's financial ability. I doubt her trustworthiness. If you could have listened to her trumpeting her ability's ("I'm a Professional") in finance and a great asset to the township with the claim that she has the ability to do the entire audit on the township herself. Well maybe true but she would not be able to sign off on it without a CPA license. A real auditor with a CPA would have to do that. And a real auditor with a CPA license would have not sat by since she took office and not make mention that the the township has no general ledger. I mean if your a real CPA wouldn't that upset you? She lied to all West Deptford residents and she was caught. She should resign now or at the very least, apologize to the public.

First of all, is having a CPA a prerequsite to becoming a township committee member? I never knew that it was or if a CPA ever was on the board before. Secondly, Denise is ten times smarter than anyone on the current committee or two time election loser Jeff Hansen and she is a great asset to the township. Also, has Sam ever produced his masters degree he claimed to have in his literature in the republican primary. No he hasn't, so why dont we have both Sam and Denise produce their respective certificates. Is this the only issue the republicans can muster up. How about moving the township forward instead of living in the past. Has either Chintall or Cianfarini come up with one single good idea since they've been running the township? I haven't seen one. Thanks Denise for finally getting the background checks through and protecting our children.

Jeff Hansen presented evidence that shows Ms. DiCarlo passed the CPA exam in May 2002. The question is: Was Ms. DiCarlo ever issued a CPA license in any state, since May 2002? She stated @ the June 14th meeting that her license was inactive. How can a license be inactive, if, you never had one? Also, didn't Ms. DiCarlo claim she was a CPA when she was CFO of the School Board? Please, correct me if I am wrong. It is my understanding that a person cannot present themselves as a CPA unless they hold an active state license. If I am correct on this, then, this IS a township committee issue, due to the fact that Ms. DiCarlo was not truthful on her credentials for the Township School Board position. If it is found that Ms. DiCarlo was not truthful, she should step down from her position on our Township Committee, and, remove her name from the ballot on November 6th. The residents of West Deptford expect, and, deserve honesty from our Township officials. Just to state that your license...that you never held,,,is inactive is untruthful. In closing, I would like to say one thing.....If anyone does not have any substance on this subject, other than attacks, in their reply, please do not waste the readers or my time.

Seriously Brandon? You are currently being sued for OPMA violations and lied last night at the meeting yourself about your relationship with the Republicans. At least you didn't have the pretty pink shirt on again...we all thank you for that. As for resigning, we are still waiting for Sam's resignation for his refusal to acknowlege or apologize for calling all our children heroin addicts! Let's not forget Sam campaigned last year that he had a Master's degree but only to find out he didn't. Go back to the fire house.

I gotta tell ya folks, I'm cancelling my $97 per year subscription to the Broadway in Pitman. The shows each month at the township are more exciting than a musical and there free. The meetings each month are like a box of chocolate's, you never know what your going to get.

Sam and Ray also ran by saying Pay to Play was corrupt. Check to see who is funding the Hansen Campaign and you will find that all our professionals are. If this is not pay to play then I dont understand the law.

Additionally, that is funny that you are called Mr H a "2 time loser". I thought he ran once (in 96) and lost by 90 votes. Ironically enough, Ms D lost last year, not even a 365 days ago. She was REJECTED by voters SELECTED by party bosses. Making her a "loser" by your standards also.

A long time ago I would have thought about running for public office and getting involved. But I see you need to have some pretty thick skin to hold any office in this town. I could never handle it. I give credit especially to Denice, Sam and Ray. Some people on both sides making comments are just crazy, and downright nasty to each other. How can you get qualified candidates to run in this town if they know they have to put up with this crap. It's not worth it. People can disagree on the issues, but still act like adults about it. It seems like there is a lot of "trashy" people making comments on both sides. On a brighter note. It is good to see a change in the committee makeup. It's not good to have all one party dominate for so long. There is no over-site and no one to debate. The last administration seemed to agree on everything and there were no checks and balances. Personally I would probably like to have a representation on from both parties in the township to keep the same things from happening from before.

And can someone tell me how the port and the wind turbine lie is making out? Eaglesfan, you make a lot of great points. There has never been this much negativity in this township before the likes of Sam Cianfarini. People should be able to express their opinions without the personal attacks. That is why it is so important to keep Denise DiCarlo on the board to have the balance the township needs. Donna is clueless and if Hansen gets elected it will be total one party control that the republicans railed against for so many years. Now they are trying to do the same thing. Vote DiCarlo to keep them honest.

EaglesFan, you are 100% right. I cannot understand how anyone would want to put up with continuous scrutiny from people, and the downright low personal attacks. It seems to come from both sides, not from the majority, but from a few. I find the constant personal attacks are not necessary, the facts speak for themselves, and to lower oneself is just a shame. I agree, there cannot be a one party rule, no matter what side. It would be nice to see an independent run next year. I personally feel, that the township is headed in the right direction, we need to get the politics out of our town. I shouldn't matter if one is democrat or republican, it is now a matter of right and wrong. And our town has been wronged for 20 years, they put themselves ahead of the people that they represented, and took advantage of everyone, democrats, republicans, and independents. We need to take our town back, and we are slowly accomplishing that. So, Steve Sweeney, leave us alone! Please, just slither away!

I worked with Jeff Hansen coaching youth basketball he is an honest decent standup guy. We need people on township committee who have a spirit of volunteerism who are honest and will serve the people of this township and not more self-proclaimed genius political cronies.

Number one she is smart when it came to the Sunoco numbers number two she used her expertise on getting new fire trucks for verga and colonial manor fire companies!
