The chairman of the township Planning Board has been charged with lewdness for allegedly stripping naked outside a local school after taking part in a basketball game.
Scott Kintzing, 59, was served with a summons on Nov. 12, said West Deptford Police Chief Craig Mangano.
The incident happened about 7:30 p.m. Oct. 23 outside Oakview Elementary School, Mangano said Monday. It was captured on security footage of school grounds.
A female school custodian witnessed Kintzing changing his clothes outside the back of the school after the game. The custodian told police Kintzing was completely naked when she confronted him. After the custodian confronted Kintzing, he drove off, Mangano said.
School officials were notified of the incident and contacted township police, who conducted an investigation.
No children were present at the time of the incident, Mangano said.
Kintzing could not immediately be reached for comment Monday.
His attorney, Jeffrey V. Puff of Woodbury, said Monday afternoon he believes the charge will ulitmately be resolved "favorably" for his client.
"The charge is unfortunate," Puff said. "There were 15 guys playing basketball that night."
Puff declined further comment on the incident.
The charge against Kintzing was transferred from the township's Municipal Court to Mantua's to avoid any potential conflict of interest since Kintzing is a public official in West Deptford. No hearing date has been set, a Mantua court official said Monday afternoon.
If convicted of lewdness, Kintzing faces a maximum sentence of six months in jail and a $1,000 fine.
Kintzing, a banker, has been a member of the Rowan University Foundation Board of Directors since 2008.
He had a long career at The Bank (now known as Fulton Bank), ascending to chief executive officer in 2005, and later vice chairman and president of the New Jersey division of Fulton Bank. He retired from the bank in July 2011.
In August of that year, he was named market president of Mount Laurel-based Cornerstone Bank.
Kintzing's son, Hunter, ran unsuccessfully for a township committee seat as a Democrat in 2011.

there is proof on a video which i'm sure will be destroyed by court day because he will find someway or pay someone to lessen the charge to inexplicable nudity. if by chance he loses his job there looking for a lifeguard this summer at Sandy Beach.
If opinion #2 is affirmed, it then begs the question: What are society's controls, (steps to protect the public, including school children), should a person undress HIM or HERSELF in public (your front lawn), and/or on Public Properties, (including school grounds)?
What he did has nothing to do w/ a person's character. It's all about choices & decisions ppl make. As for Scott being guilty he was caught on camera w/ limited clothing on, changing OUTSIDE of an Elementary School. Why? That would him or anyone else guilty of that charge. End of story. He made a VERY poor choice to do what he did. There's nothing that anyone can say to defend or justify his actions, in order to make any of this look better than it does. This already looks bad enough & is bad enough. He made a choice & that poor choice got him in trouble. Instead of ppl defending him, ppl should just except this for what it is. Defending him & his actions only make this story become worse.
His record of giving back, what he has done, or what he has accomplished in his life, doesn't seem look very good now. How can it? One bad choice by him has now tarnished everything good he has done. That's the saddest part about his story. How will ppl now look @ him? Especially after all of this. Most ppl I would assume are only going to remember this bad thing. Not all the good things he has done. It's a shame too. Because all of this could've been easily prevented.
It is an act of lewdness if someone decides to change their clothing outside of an Elementary School. Plus he may not have intended to be seen. However he was & he was also caught by a security camera. So that's why he shouldn't have done what he did. Also this is not about people being perfect. No one is perfect. This is just about people having & using some common sense. It's about knowing what ppl should do privately & not do outside in public.
