A municipal court judge on Wednesday found former West Deptford Planning Board Chairman Scott Kintzing not guilty of lewdness. The verdict ended an embarrassing chapter in the well-known community member's life. Kintzing was accused of exposing his buttocks to a female custodian outside Oakview Elementary School on the night of October 23, 2012, as he changed out of his gym clothes following a men's basketball league game inside the school's gymnasium. After several postponements, former West Deptford Planning Board Chairman Scott Kintzing is still without a resolution to a lewdness charge against him. Kintzing appeared Tuesday night in Maurice River Township municipal court. Judge John A. Casarow Jr. ordered the case heard in a special session to allot enough time for each side to present its case. After a brief conference with Kintzing’s attorney Jeffery V. Puff of Woodbury, Prosecutor Edward Duffy and Casarow—resulting in a court break—Casarow stated a special session is needed due to the brief nature of Tuesday night’s court session. With the departure of long-time members Scott Kintzing and Fred Purnell from the planning board, a shuffling of the executive positions was obvious heading into Tuesday night's meeting. Former vice-chairman Michael McManamy was unanimously appointed as the new chairman, replacing Scott Kintzing. McManamy now holds the chairman position for both the zoning board and planning board. Tuesday night will represent a turning of the page for the West Deptford planning board. The reorganization meeting, which is set for 7 p.m. at the West Deptford Municipal Building, will feature a change in leadership as former chairman Scott Kintzing and secretary Fred Purnell were not re-appointed to the board by Mayor Raymond Chintall earlier this month. Both had served on the board for 31 years. Chintall instead appointed three new members to the planning board. They are former alternate Dick Wagner, Joe Monahan and Jeff Hansen, who ran in the 2012 township committee election as the Republican candidate. All three of them will be sworn in on Tuesday. The former township planning board chairman faces a lewdness charge.
Former township planning board chairman Chairman Scott Kintzing will have to wait a little longer for his day in court. Kintzing, who is charged with lewdness, was scheduled to appear in municipal court in Maurice River Township, Cumberland County on Tuesday, Jan. 15. That hearing has been rescheduled to Tuesday, Feb. 5, because the court did not receive all the paperwork in the case in time for the hearing, said Harper Ewing, the municipal court administrator. The charge against Kintzing was initially transferred to Mantua Municipal Court, but was then moved out of Gloucester County altogether to avoid any potential conflict of interest. Mayor Raymond Chintall says the decision not to reappoint the township planning board chairman has nothing to do with a pending lewdness charge against KIntzing.
Scott Kintzing's long tenure on the township planning board is over. Kintzing was not reappointed during the towship committee's reorganization meeting Thursday night. Kintzing and former planning board secretary Fred Purnell were not reappointed after both serving the township for 31 years. Instead, Republican Mayor Raymond Chintall reappointed Joe Nahas and Joe Monahan—who previously served as an alternate on the board. In addition, Chintall appointed Jeff Hansen, who also was reappointed to the RiverWinds advisory board. After the political tide turned last year, it's unlikely the township committee will make as many appointment changes at tonight's reorganization meeting.
Tonight's West Deptford Township reorganization meeting for 2013 may not see quite as much change at the top as recent years did. Last year's reorganization meeting saw the appointment of Raymond Chintall as mayor, Sean Kilpatrick as deputy mayor, and a swing in the political landscape in the township as the Republican-led committee made sweeping changes to the township's professional appointments. With no changes in the five committee members from 2012, it would be a surprise to see such changes happen once again. Planning board chairman Scott Kintzing said that he is willing to continue as West Deptford's planning board chairman after his term expires at the end of 2012, despite a pending lewdness charge. Kintzing has stated that he would love to continue to serve on the planning board after the board met for the final time this year on Dec. 18. “If I am asked to serve again, I would absolutely accept,” Kintzing said. On Tuesday evening, West Deptford held its monthly planning board meeting at the township municipal building. Normally, that's not news. But consider that this meeting ended a seven-month drought for the planning board, the body responsible for helping approve new business development in town. Tuesday night marked the first planning board meeting since May. The number of applications to the board dropped to a new low this year, with only five received in all of 2012—and just one in the past six months. That's down from eight applications in 2011 and 10 in 2010. In 2010 alone, the planning board had six major site plans to consider. Scott Kintzing, chairman of the township Planning Board, was allegedly naked when a female custodian confronted him outside Oakview Elementary School.
The chairman of the township Planning Board has been charged with lewdness for allegedly stripping naked outside a local school after taking part in a basketball game. Scott Kintzing, 59, was served with a summons on Nov. 12, said West Deptford Police Chief Craig Mangano. The incident happened about 7:30 p.m. Oct. 23 outside Oakview Elementary School, Mangano said Monday. It was captured on security footage of school grounds. A female school custodian witnessed Kintzing changing his clothes outside the back of the school after the game. The custodian told police Kintzing was completely naked when she confronted him.
